Janine Mangione, CPA, FHFMA

Janine is a Partner in our Healthcare Division.  Janine has serviced the healthcare market for over 16 years providing audit and consulting services to nursing homes, diagnostic & treatment centers, homecare, independent and assisted living facilities in New York State.   Janine regularly hosts training seminars for financial managers on topics such as Medicaid rate review, cost report preparation, and third party liabilities and receivables.  She works closely with many associations assisting with rate and reimbursement analyses.

Janine’s consulting experience includes expert rate and reimbursement analyses, Medicaid and Medicare cost report preparation, appeals and rate projections.  She has performed numerous benchmarking and operational analyses, third party liability calculations, and has assisted with many CON applications.  Through her work in the rate and reimbursement area, Janine has developed an excellent working relationship with the New York State Department of Health, both the audit and rate-setting divisions.

Janine’s working relationship with the Department of Health includes representing client’s interests in numerous reimbursement audits including base period, property, roll forwards, dropped services, Medicare Part B and NAMI.  Her involvement has also included reimbursement audit review, appeals, and pre- and post-hearing conferences, as well as attending audit hearings.  Her working relationship with Empire Medicare Services has included appeals before the Provider Review Reimbursement Board, and reopenings of Medicare cost reports, as well as, working closely with attorneys when necessary.

Janine graduated from St. John Fisher College, magna cum laude, with a B.S. degree in Accounting.  She is a committee member of the Payment for Services Subcommittee of the Joint Task Force, a committee member of NYAHSA's technical advisory group, an active member of the Healthcare Financial Management Association, serving on the Education Committee.  She is also a past committee chair and current member of the New York State Society of Certified Public Accountants, serving on the Healthcare and Long-Term Care Committees.
